MERGER OF 50 % DA: GOOD BREAKING NEWS: Congratulations to all members and SNEA Central Head Quarters,
Co-ordination committee of CPSU Officers Associations as reported in media specially in Hindustan
Times News Paper Ranchi edition, copy of which is arranged by our dashing Circle Secretary SNEA Bihar Com. Ratish Kumar and
attached alongwith, in which Minister of heavy industries Shri Santosh Mohan Deb had assured delegation of Central Public
Sector units officers association that Government had conceded demand for merger of 50% DA in basic pay w.e.from 1st January
2005.
Announcement of this decision will be made in next few days. This will only be implemented in Profit
making PSUs.

22-11-2007 Agitation Call Off.
22nd November, 2007In view of the positive gesture shown by BSNL Management in terms of constituting the committee
to address our charter of demands, including the decision to defer action on recruitment of Management trainees, United Forum
has decided to call of the programme of mass Casual leave/Earned leave on 23rd Nov 2007.
Our future course of action and strategy
will be decided and finalised in the joint meeting of Circle Secretaries at Hyderabad on Nov 2007.
Settlement arrived between BSNL Management and the United Forum
In the backdrop of notice for agitational programmes served by of the United Forum of BSNL Executives' Associations in support
of their demands related to their career aspirations and other related issues , series of meetings were held between constituent
groups of United Forum and BSNL Management. Finally the following were agreed
I. A Committee comprising
of member from Management and one representative of each of the four constituent groups of the United Forum shall be formed
to look into the genuine career aspirations of Executives and other related issues mentioned in the Charter of demands and
the business needs of the Company. The Committee will be required to submit its recommendations within three weeks time. Until
then, notification for recruitment of Management Trainees as per already notified RRs shall remain deferred.
II. The United Forum appreciated the gesture shown by the Management
and reciprocating the same, agreed to call off their agitation in the larger interests of the Company.

Govt. Retains EPF rate of Interest
at 8.5% for 2006-07:
The Central Govt has notified the Employees Provident Fund(EPF)
rate of Interest at 8.5% for 2006-07 for over 4 Crore Subscribers.
This much awaited decision came after a sub-panel appointed to
look into the matter had submitted its report; this was announced by Central Provident Fund Commissioner Viswanathan in New
Delhi.

UNITED FORUM OF BSNL EXECUTIVES’ ASSOCIATIONS, serves notice to BSNL management.
The agitational programmes and demands are as under.
A) Programmes:
MASSIVE DEMONSTRASTION - ON 2ND NOVEMBER,
2007 AT CGM /PGMTD/GMTD/TDM/Branch levels (DURING LUNCH/CLOSING HOURS)
MASSIVE DHARNA
- ON 14TH NOVEMBER, 2007 AT CGM /PGMTD/GMTD/TDM/Branch levels (FULL DAY DHARNA)
B) Demands:
a) Immediate and unconditional withdrawal of the instructions regarding recruitment of MTs issued
on 13th Sept., 07.
b) Immediate absorption of ITS Gr A and filling up of all the posts from STS onwards by the
executives of BSNL, not by deputationists.
c) Immediate Implementation of CPSU Cadre Hierarchy.
d) Regularize all the existing adhoc STS and fill up all the existing STS vacancies on regular
basis.
e) Put on hold the instructions issued on transfer policy.
f) Resolve pending issues related to Promotion Policy and service weightage.
BSNL Corporate office is shortly going on to sign memorandum of
understanding with Canara Bank and Corporation Bank for granting loans to BSNL employees most probably within next
15 days. Likely rates for
- Home loan will be 8.5 %,
- Car and Two wheelers loan
@10%,
- and for personal loan it will be @ 11%.
As was reported in our website on 29th September 07, orders for
4.9% DA w.e.from 1st October 07 has been issued by corporate office,
Proving once again credibility and fastest circulation of news
on this website.
Urgent need to address lingering issues of TTAs/officiating JTOs-
A) Fixation under FR 22 1(a)1 in case of officiating JTOs
(B) Personal upgradation of posts of TTAs officiating as JTOs
(C) Diversion of 500 posts of JTOs against outside JTO
recruitment quota
There is just no point in allowing the deadlock on these issues to continue for it adversely affects
the morale of huge number of TTAs and in the process affects the functioning of the entire Organization also.
Trade union notice served to CGM NTR for non-settlement of long pending demands of the comrades
of NTR.
Demonstration and Dharna in NTR on 23rd & 30th Oct.,07 -
regarding non implementation of promotion policy and non settlement
of other routine issues.

· Immediate absorption of ITS officers,
· Finalisation of Group-A Recruitment Rules.

IDA has been increased by 4.9% with effect from 1st October-2007.
Some Members has put up a query whether Branch can Expel any of its members from the primary
membership?
This is for the information for those members that as per S.N.E.A.(I) Constitution Para 3a/ vii) Page
No.-4 -Wherein it has been clearly mentioned----
"Branch may remove any member from the roll of the membership strength
of the branch concerned on the Majority decision in the General Body meeting.
However the branch shall not terminate any of its members
who are "Office Bearers" in the higher level of the Organisation including CEC/CWC Members"
Note:-The primary branch cannot terminate the membership of the office bearers in the higher level
of the organisation.

- Delay in Issuing the Time bound Financial up gradation from J.T.O. to S.D.E.
CGMM NTR took a strong note of this & immediately called on
GMM NTR CH Sh Gopal Dutt & asked him to clarify the position, GMM NTR informed
that some ACRs are awaited & they are in the process of sending the same, CGMM NTR assured us that Orders will positively
be issued by 30-9-2007.

Delay in Issuing the Officiating Orders -
CGMM NTR assured to look into the matter but gave no concrete positive
comments.
·
Balance Business Scorecard –
Training of Officials CGMM NTR instructed DGM Admin to make sure that Timely Trainings of the Officials
is not delayed & a proper methodology be adopted for the same,
Delay in resources for achieving the B.B.S. CGMM NTR assured to look into the matter,
HR-Package same is now being vigorously pursued, he instructed
DGM Admin to take a note of the facts & submit the same to him.

Transfers Requests -
CGMM NTR instructed DGM Admin to make sure that no such requests
which have been properly approved from the concerned GMs are withheld on any pretext.
·
Shortage of Manpower –
DGM Admin argued that Proper Man-Power Sanction has to come from the concerned
DGMMs & only then a proper & formal Demand maybe put to concerned Recruiting Circle, he also pointed out that Administration
has formally put up a Demand for posting J.T.O.s in N.T.R.
·
Delay in Communication -
CGMM NTR directed DGM Admin to timely update the NTR’s Site
·
Technical support from Suppliers –
CGMM NTR intimated that it is out of his purview & same has
to be pursued with the higher authorities.

New-Delhi for discussing the viability & prospects of forming a new District of N.T.R. in all the states (especially of
Northern Region) & Associating them directly with Circle Secretary NTR, so that COMARADES & members of N.T.R. can
smoothen & liaison effectively for their primary issues related with C.G.M.M. NTR New-Delhi.
